The Children's Trust has reopened a revised version of the Innovation Invitation to Negotiate (ITN) #2020-09. Please read the revised ITN carefully as there are some changes from the prior ITN released in February. If you have an open pre-application, it will be reviewed and you will be notified of your eligibility to apply. If you have already been invited to submit a full application, you may continue to work on your application at this time. The ITN is also open for all applicants to submit a new pre-application.
This Invitation to Negotiate (ITN) will fund multiple entities, for up to $1,000,000, for innovative ideas and program designs that address existing community needs and have not previously been implemented in our community. Proposals should demonstrate the potential through research, education or program innovation to improve: a) Conditions in which children, families or communities live, work, play or learn, and/or b) Provision and/or coordination of services for children, families or communities. All proposed projects should demonstrate how they will benefit families with children within Miami-Dade County. Individual awards will not exceed $100,000.

- Hello We recently received 501c3 status, but are still working with our original fiscal sponsor. Considering we are a new organization, we do not have a financial track record. We are aware you consider fiscal solvency and understand why, but how do you measure these in a new organization? Would you recommend we apply as a 501c3 or as a fiscally sponsored project? - An organization with a longstanding fiscal sponsor will be better suited than an organization without a financial track record. Not just for a better application but for the longevity of executing the program without obstacles.

- The Trust does not enter into a tri-partner agreement with a lender. The Trust recommends that agencies entering contracts with The Trust maintain 2 months of cash flow to support program.

- This question was answered previously. If you are submitting a pre-application are NOT currently funded by The Children's Trust there is a pre-application question which asks if you have a current IRS 990 form. Directly below there is a link to upload the form. Pre-applications are due August 6, 2020 by 5pm.
- Florida International University School of Education and Human Development, as well as the Department of Teaching and Learning, have received funding from the Children's Trust in the past. When submitting a Pre-Application do we need to submit a 990 form for the Pre-Application?

- Good afternoon, I uploaded the 990-N form with my application. A 990-N is used when an organization reports $0 to the IRS. This is the only record I have of my account with the IRS. I received an email stating that I did not upload the proper documentation. That was the only documentation I have from the IRS. That is why uploaded it. What is my next step, if my 990-N is not accepted by Children's Trust?

- If a grant is awarded and the resulting pilot program takes place in Miami-Dade, can the organization implement the program more widely (beyond Miami-Dade) after the grant funding period has ended?
- The Children's Truts funds can only be directed for services in Miami-Dade County. The program may be implemented outside of Miami-Dade County through a different funding source.

- What is the appeal process?
- There is no appeal process for the pre-application phase as this stage is not a funding decision. We remain under the Cone of Silence. Once the Cone of Silence is lifted we will be glad to discuss your pre-application and provide feedback.
- We are unclear on, based on The Children's Trusts' definition, what falls within Miami-Dade County Public Schools' (MDCPS) "jurisdiction." For example, we've seen prior in-school programs funded as part of the Innovation Grant that could be considered "part of the services expected" to be provided to children in schools. The example given was "a literacy program in schools" is not eligible. It's unclear what, if anything, falls outside of the MDCPS jurisdiction as it relates to developing youth.

- The Adrienne Arsht Center Trust, Inc. submitted a Part 1 proposal for a new project addressing the mental health needs of Miami-Dade County youth, but we received a response that our project was not eligible. We would like to request a reconsideration of this decision so that we may submit a full application.

- Hello, we are using a fiscal sponsor, but when setting up our profile is asking us for our information. Should we add our fiscal sponsor? please advise. Also, we are registered in NYC as a not for profit organization and we are a 501c3 w the IRS. We are moving to work here in FL and this opportunity is a great one for us.
- The fiscal sponsor would be considered the lead agency. The lead agency needs to enter their informaiton. Additionally, the lead agency must be registered to conduct business in the state of Florida.

- One of the questions on the Pre-Application asks "Is the agency approved to operate as a charter school system in the state of Florida?" The program that is applying for this Innovation Fund grant has been approved in the past to operate in many different types of schools, but it has never been implemented in Florida before, and is unsure of how to answer that question. Is charter approval in Florida required, and if so, how can a program go about receiving it?
- The Children’s Trust is by statute (Section 125.901(2)(a)(3)) required to allocate and provide funds for other agencies in the county which are operated for the benefit of children, provided they are not under the exclusive jurisdiction of the public school system. Miami-Dade County Public Schools, as well as applicants that operate a charter school are ineligible for funding. However, collaboration with the public school system and leveraged use of school resources by applicants are encouraged.

- The timeline in the ITN remains the same. Pre-applications were due on August 6, and full applications are due by 5 p.m. on August 28, for those who were invited to apply.

- If you were invited to submit a full application but no longer wish to do so, you do not have to submit. You can leave it as is and not work on or submit the application.
