This solicitation is to fund existing Trust-funded providers who serve families and other vulnerable populations negatively impacted by poverty, lack of opportunity, and other related neighborhood and social factors, including those with children and youth with disabilities, with support for enrollment in public benefits.
This process will require applicants to describe how they will appropriately address the needs of diverse populations across the county with the required evidence-based and best practices suitably adapted for the proposed populations. Agencies will be expected to enroll at least four hundred (400) families in public benefits through this initiative, with at least 3,000 families achieving this outcome across Maimi-Dade County.
The primary activities and outcomes for each solicitation will include:
- One-on-one enrollment assistance in public benefits and other entitlement and assistance programs, supported by community partnerships and outreach efforts;
- Application tracking to determine the disposition of applications;
- Renewal application support and follow-up.

Q & A
- We currently have a children's trust program running. I put the audit in the pre-app and it was denied. I put the whole agency into an audit. Was I supposed to put the TCT single audit only? And also, this audit should be on file with the children's trust. Why then am I prompted to put in an audit?
- An agency audited financial statements are required for this RFP and need to be uploaded.
- I submitted the Pre application, how do I go back in to work on the proposal?
- Once the pre-application is approved, an applicant will login and have access to view and edit their application.
- I was awarded the Youth Development Grant that starts in August. Are we eligible to apply for Public Benefits Enrollment Grant?
- No, a newly funded agency who will begin services as a first time agency in August is not eligible. Only currently funded agencies that were awarded new funding for continued Youth Development services for a new funding cycle, beginning in August are eligible in this scenario.
- If an agency does not currently have an active contract with the Trust, but will start a contract this summer, can they qualify for this grant?
- No, only currently funded providers are eligible to apply and if that agency eligibility ends prior to the start of the contract in 10/2023, they are also not eligible.
- On 4/13/23, I clicked Start a New Application for the Public Benefits Enrollment grant application and submitted the required information. However nearly 24 hours later, I still do not have access to the grant application. Please help or advise when the grant application will be available. thank you.

- We currently run the TCT after-school program which ends on August 11. Are we still eligible to apply for the public benefits enrollment grant?
- As of October 1, 2023, if your organization does not have an active direct service contract with The Trust, your agency is not eligible. At the time of contract, your agency must have a current direct service contract.
- I submitted the Agency audit yesterday twice. Today I submitted the Agency audit and the Children's Trust Single audit. Was it approved?
- All pre-applications have been approved. If you don't see approval, please submit a helpdesk ticket.
- Do applicants need to successfully enroll a minimum of 10% youth with disabilities or recruit a minimum of 10%?
- All programs must fully include families of children and youth with disabilities. Applicants, when describing their proposed populations, will indicate the service levels and indicate their expected percentage of children with disabilities in their total population to be served. We will utilize data analysis to set the limits for service after awards.
- Please clarify what is meant by "Disposition of enrollment in benefits and dollar amount of return on investment."
- Disposition refers to the result of the process, typically noting if the family received the benefit or not. Only certain benefits have straightforward ways of estimating the dollar value to the family. The Children's Trust specifies which benefits must report this value, along with the standard estimation and reporting process, as part of contracting requirements for funded providers.
- Please clarify what new or renewal-based services means?
- Funded providers must be familiar with the process for the noted benefits of the RFP and if renewals or redeterminations at dictated time periods are required. The process of renewing or maintaining the benefit must be supported for families..
- On page 14 of the solicitation, the "Participants Outcomes" section, there is mention of a satisfaction survey distributed and managed by The Trust's reporting system. Could TCT provide a copy of the survey? Our program includes intake/needs assessment/eligibility forms and we want to ensure all forms/surveys are in alignment with program deliverables.
- The survey, which will be communicated to participants electronically, will be provided to funded applicants at the time of contracting, with details on questions and content.
- Do services need to be conducted in person?
- Contacts for services are expected to be in-person, meeting families where they are in natural environments when possible. Some follow-up contacts may be completed via other methods of engagement.
- Can any other benefits besides the ones on the list be used? eg Legal Services, Victims Services etc.
- The RFP prescribes the health and social supports public benefits available to meet the needs of the population of focus, low-income, high-need families, and the activity of supportive enrollment into these available benefits, but it is not an exhaustive list. The two noted suggestions would need to have a clear process that program staff can support with enrollment and tracking with clear justification of the community need for this support for the RFP identified population.
- How exactly can some or all of the benefits be quantified with a dollar amount? eg employment assistance, early head start etc.

This outcome information is critical to demonstrating the return-on-investment for benefits enrollment supports funded by The Children's Trust.
