This Request for Proposal (RFP) will fund multiple providers, for up to $1,700,000, to offer in-person and virtual delivery of universal parenting workshops and supports across the developmental spectrum from prenatal/early childhood through adolescence. Services must be available to all Miami-Dade parents and primary caregivers, with the goal of reaching large numbers of families across the county.

Q & A
Fiscal
- CPAs approved by the Trust tell us that an audit report takes them a maximum of two months to complete. In this case, do you accept a commitment letter from the CPA with an audit delivery date?
- If the audit is submitted by the application deadline of May 1, then yes, we will accept an engagement letter for pre-application. The audit will need to be submitted via the Helpdesk by submission date and time for your application to be reviewed.
- Will The Children's Trust pay for the facilitator certifications required to deliver some of the workshops in the Parent Club Library (e.g., Triple P Positive Parenting Program Selective Seminars, Pediatric Care Parent-Child Interaction Therapy (PCIT)?
- Yes
- I see that the Trust will pay up to 5% of Executive Director's salary. The description of indirect includes "executive oversight". Is the 5% of ED's salary considered part of the 15% Indirect?
- No, up to 5% of executive salary can be included in the salary line item. This is dependent on the executive position necessary direct service involvement in the program and is unrelated to executive oversight. These types of allowance are confirmed at contract negotiations.
General
- If the audit report is not available before the 23rd, can a fiscal agent who does have it be used to apply for this grant?
- The audit requirement is for the entity that is the applicant for the RFP. A fiscal agent is allowable that meets the eligibility requirements of the RFP.
- Does the program have to be standalone or can it be an adjunct to a program already paid for by the Trust?
- Applicants are proposing a Parent Club program and the service requirements as detailed in the RFP, these program will have a separate contract and budget from other Trust-funded programs.
- As a Midwife providing prenatal care,, newborn till the first year of life support, guidance and eduction with birthing options are I'm eligible for this grant.

Applicants are entities that are qualified to conduct business in the State of Florida, under the laws of Florida per Chapter 607, Florida Statutes, and must be qualified to conduct business on or before the service and contract start date(s). Additionally, please see pre-application qualifications, inclusive of audit requirements.
Services - Universal Solicitation 2023
- Under "Program Overview" the following is stated: "The minimum number of parents and caregivers to be served by any one contracted agency in the new funding cycle is 4,500 annually..." How is the 4,500 target amount calculated? Is it a combination of participants from parent workshops (attendance-based activity) and attendees of community outreach events (group activity) who receive information and resources about available services, including Parent Club?
- The 4,500 caregivers and parents annual requirements are only calculated from the attendance-based activity of Parent Workshops.
- If selected as a provider, will the organization be required to deliver all the workshops included in the Parent Club Library, or can the provider select specific workshops from a menu?
- Agencies have flexibility based on the areas of expertise of staffing in the workshops that they propose to deliver. All workshops developed will have training available for all funded providers to participate in based on their staffing levels.
- Is the requirement that all workshops offered by each grantee be open to everyone or is this a goal for The Children's Trust that all parents/caregivers have access to workshops across all funded applicants?
- The workshops of all funded providers for The Children's Trust Parent Club are made available universally to the target population in Miami Dade County.
- Can families be duplicated across programs paid for by the Trust or do grantees need to serve entirely new families?
- Participants in The Children's Trust Parent Club can receive other Trust-funded services, but applicants should focus on the target population as identified in the RFP.
