This Invitation to Negotiate (ITN) will fund one entity, for up to $1,500,000 to reduce summer learning loss and build literacy skills through differentiated literacy intervention (DLI) services in the summer for rising kindergarten through rising second grade children who are behind in reading and pre-reading skills. In addition, the entity will work year round to screen and address literacy in rising kindergarten through fifth grade students with Dyslexia. Along with the direct services, reading enhancement services will include year-round professional development, on-site coaching and consultation for community-based Trust-funded after-school program staff to ensure staff members deliver high-quality DLI and Dyslexia services for participating elementary school children.

- For the ITN Grant, if we are not using a subcontractor, do we still need to complete the Subcontactor Budget Detail section?
- No, you do not need to complete the subcontractor budget detail if you are not using a subcontractor.

- As a 501c nonprofit, do we have to be registered under the State of Florida as well to be eligible? And if so, can we register while we apply as the start date is only October?
- You may apply for the solicitation while you are pending registration approval with the State of Florida. The Trust will not contract with an organization that is not registered to do business in the State of Florida.
- Is it possible to apply only as a Subcontractor and not as a Lead Agency?
- The organization that submits the application is considered the Lead Agency.
- I am trying to add summer DLI as an activity, but my only option for timeframe is year-round, how should I proceed?
- Ensure that both "Year-Round" and "Summer" are selected in the Program Overview section of your application. This will then populate in the Program Activities section.
- Must we apply for this ITN to be funded as a Youth Development Summer Program and work with a program like the FIU Reading Explorers Program?
- No, if you are a Youth Development provider, you do not need to apply to this ITN to work with the selected vendor.
- The Reading Enhancement initiative is historically advertised as an RFP. Please advise why the process changed from RFP to ITN.
- As noted in the solicitation document, the Reading Enhancement Services solicitation is being issued as an Invitation to Negotiate (ITN) to allow the flexibility to negotiate with one or more responsive vendors with demonstrated expertise in reading education and intervention, especially when the desired services may not be of the best value when provided by only one vendor, but rather by combining the strengths of multiple vendors into a coordinated effort. A designated lead contracted agency will be expected to coordinate all service activities in the event that multiple vendors are utilized. In the new funding cycle, dollars are being added in order to incorporate new training and intervention related to dyslexia, in addition to the prior funded reading enhancement services. Because this is a new and specialized service area to add, we released the funding in the more flexible ITN format, rather than a more prescriptive Request for Proposals (RFP).

- There is not a specific predetermined number of staff members that must be trained or supported. In this Invitation to Negotiate, the expectation is that the proposal will indicate what is possible within the outlined criteria and funds available.
