The Trust invites experienced media buying agencies or independent consultants to submit proposals demonstrating their qualifications and experience relevant to providing such services in accordance with the terms, conditions and specifications of this RFP.
By approval of Resolution 2020-05 on October 21, 2019, this competitive solicitation seeks to fund one agency with demonstrated expertise to provide media buying services. Annual funding allocated for this solicitation is $1,600,000.00. The anticipated contract period during the current fiscal year is March 1, 2020 through September 30, 2020. Contracts awarded may be renewed for up to four additional 12-month terms, for a total of five fiscal years of funding. The option to renew a contract shall be at the sole discretion of The Children’s Trust.

Q & A
- The Book Club's objective is to reach 90,000 children in five (5) years. However, how many children per age group per year are you hoping to recruit each year? What figure (per age group) would constitute success in year one?
- Month 1 is the launch of the book club. In the first contract year, we would like to reach 19,000 by Sept. 30, 2020. In subsequent contract years (which start on Oct. 1) we are expecting 1,500 per month net addition, scaling to 2,000 per month net addition, until we reach 2,500 per month net addition and/or we reach 90,000 participants. Net addition is calculated by the number of children aging out of each age group and the number of children being registered. I.e. if in one month we had 500 children age out, we would need to recruit 3,000 children in that month to get to 2,500 net addition. We don’t have the information broken out by age group as yet. However, we do know that we need to recruit birth to 11 months old children prior to the book club's launch to ensure we have sufficient children in that age group. - Are there separate RFPs for Media Buying and Media Planning?
- No. Responses to the Media Buying RFP should consist of applicant's media strategy to target any or all of the market segments described in the RFP, supported by a media plan. Please review the “Service Proposal” section of the RFP, beginning on page 3.
- Will a separate RFP for community outreach efforts be released to include media buying directed to “niche/faith-based community,” as this is a specialized area of service/demographic/market that is by nature more effectively addressed on its own? If not, may efforts in this area be identified in this RFP as "nontraditional media"?
- A separate RFP for community outreach for niche/faith-based efforts is not planned for release. Applicants may identify these efforts as "nontraditional media."
- In some cases, media entities themselves can best speak to our expertise and experience in the field of media buying. May we include letters from the media entities we work with on behalf of our clients, in addition to our clients, in the four letters of reference requested in the RFP?
- Beyond the minimum four letters of reference from clients requested by this RFP, applicants may include additional reference letters from other relevant parties.
- Can companies with strategic partnerships jointly apply for this RFP?
- Only one vendor can apply as the lead applicant. Additional partners/individuals can be included in the service proposal and should be listed as contractors in the staffing section. If selected, The Trust would contract directly with the lead applicant.
- Are proposals subject to future public records requests?
- Yes.
- Will The Children's Trust provide all the creative?
- Yes.
