This Request for Proposals (RFP) will fund one entity, for up to $882,168, to reduce summer learning loss and build literacy skills through differentiated literacy intervention (DLI) services in the summer for rising kindergarten, rising first and rising second grade children who are behind in reading and pre-reading skills. In addition, reading enhancement services during the school year will include on-site coaching and consultation for community-based Trust-funded after-school program staff to ensure staff members deliver high-quality DLI for participating elementary school children.

- Can we include gift cards (groceries, book stores, etc...) to give away to parents each time they attend a parent involvement activity?
- Gift Cards are an allowable expense in the budget guidelines if they are part of the evidence base practice curriculum that is used. As it relates to reading enhancements, applicant should be providing books to the parents for the children to read, in lieu of gift cards.
- Are we allowed to include food for the parent involvement activities in the budget?
- Yes, food is an allowable expense in the budget guidelines if the evidence base practice curriculum that is used specifically includes food. However, for the Reading Enhancement RFP, parent involvement activities occur within the summer camp’s existing parent activities. Therefore, it is expected that the awarded applicant will coordinate with the Trust funded summer camp provider, and food expenses would be in the summer camp provider budget, not the Reading Enhancement budget.
- Are agencies allowed to submit two separate budget sheets? One from October 1, 2019 to May 31, 2020 and one from June 1, 2020 to September 30, 2020. Please advise.
- The proposed budget to apply for RFP 2019-03 Reading Enhancements should be for a 12-month contract period of full program implementation, from October 1, 2019 through September 30, 2020. Please refer to Page 20 of RFP 2019-03 Reading Enhancements.
- Are we allowed to submit two different budgets (one for the summer camp and one for the school year)?
- The proposed budget to apply for RFP 2019-03 Reading Enhancements should be for a 12-month contract period of full program implementation, from October 1, 2019 through September 30, 2020. Please refer to Page 20 of RFP 2019-03 Reading Enhancements.
- For new providers, are there any companies you can refer to get a financial audit? Thank you.
- RFP 2019-03 Reading Enhancements requires to the new applicants to submit a recent, valid annual financial statement audit in order to be eligible to apply. The Children’s Trust has a list of CPA firms that are qualified to participate in The Children's Trust CPA vendor pool. The list is intended to be used by agencies that are seeking for reimbursement of a portion of the program specific audit, once the program is funded. However, you can select any CPA firm of your preference. The list is available at https://www.thechildrenstrust.org/content/financial.
General
- Is this RFP specifically for entities already funded by the Children's Trust?
- No, RFP #2019-03 Reading Enhancements is an open and competitive solicitation. Any eligible applicant can submit an application. The primary program activities in this grant are to be delivered at Trust funded sites and Trust-affiliated early childhood education program as outlined in the Service- Program Activities Section of the RFP.
- Are all summer programs 6 or 8 weeks? If we assess children during week 1 and week 6 (assuming camps offer only a 6-week-camp), we would have 4 weeks to provide targeted services. Should we assume summer camps run for 8 weeks for planning and budgeting purposes?
- Yes, you can use 8 weeks for planning and budgeting purposes.
- Since pre-, mid and post-test scores collected by the Reading Enhancement Service Agency on the ORF and other possible assessments will be entered into SAMIS, do we assume that each child information will be available in SAMIS, or will the Reading Enhancement Service Agency be required to enter that data into the system?
- The Reading Enhancement Agency will not be required to enter the pre, mid and post testing assessments they administer in SAMIS. The Reading Enhancement Agency will provide a copy of the assessment results to each prospective Trust funded summer camp agency for the provider to enter their participant information into the system.
- Do applicants need to recruit the 70 summer camps and 50 after-care programs? Or, will they be assigned to the agency by the Trust? Please advise. There is a section on Outreach and Marketing Strategy on page 6.
- The Children's Trust will provide you with the names of the Trust funded summer camps and facilitate some of the communication. The provider will need to do some outreach to the public school system, some early child care programs and parents, so flyers about the program would be helpful during that time.
