RFP 2018-01 Comprehensive School Health

Child health, development and well-being affect educational achievement, behavior and future life success. The Children's Trust will continue to fund a comprehensive school-based health initiative that increases access to health and wellness services for children and families.

RFP 2018-02 Youth Development

Competitive solicitation for high-quality youth development programs during the school year and summer for children and youth in kindergarten through 12th grade, as well as young adults transitioning from foster care and youth with disabilities through age 22. Programs for elementary school-age children (grades k-5) must include a structured schedule of activities focused on supporting academic success, social emotional learning and physical fitness. Programs for middle school- and high school-age youth (grades 6-12) must include a structured schedule of activities focused on supporting academic success, social-emotional learning and at least one specific skill-building area.

RFP 2018-03 Parenting

Competitive solicitation for high quality parenting programs, inclusive of group, individual, home visiting, and advocacy services. The Children’s Trust seeks to fund a continuum of evidence-based and promising parenting programs, ranging from universal programs relevant to all families to more focused programs that address specific needs or challenges. Programs offer professional and peer support, education and skill-building opportunities for parents and primary caregivers from the prenatal period through transition to adulthood. The focus is on increasing positive parent-child interaction and communication. Additionally, this RFP will fund advocacy training and supports for leadership development to increase awareness and action related to children’s issues, parental involvement, volunteerism and civic engagement.

RFP 2018-05 Comprehensive Early Intervention Services

Competitive solicitation to fund one or more agencies to provide comprehensive early intervention services for young children (ages birth through 5 years) with mild developmental delays (10 to 29 percent) who do not meet the state eligibility requirements for IDEA, Part B or Part C. Core services include developmental domain-specific assessments and short-term interventions for speech/language development, fine and gross motor skills and social/emotional/behavioral development.

RFP 2018-04 Read to Learn Books for Free

Competitive solicitation to fund one agency to implement the Books for Free initiative which ensures children, with a focus on young children through age 8, and their families have access to books via bookshelves placed in public spaces throughout Miami-Dade County.

RFP 2018- 06 Early Learning Career Center and Scholarships Administration

Competitive solicitation to fund one agency to manage an Early Learning Career Center which includes staffing of career advisors and administration of educational scholarship funds to provide early learning practitioners across Miami-Dade County with opportunities to advance their education and professional development, and ultimately improving their teaching practices and interactions with children.

ITN 2018-07 Support Services for Youth Development Programs

Competitive solicitation to fund one or more agencies to offer program and professional development supports to ensure Trust-funded programs are delivering quality after-school, youth enrichment and summer camps for children and youth in grades kindergarten through 12th grade. Applicants may apply to provide program and professional development supports for youth development program staff members, such as training, peer learning opportunities, brief consultation and coaching. Professional development content should be focused on The Trust’s core youth development program requirements.

ITN 2018-08 Inclusion Support Services for Programs Serving Children and Youth

Competitive solicitation to fund one or more agencies to offer program and professional development supports to ensure Trust-funded programs are delivering quality, inclusive programs for children and youth with disabilities. Inclusion support services are to be made available to youth development, parenting, and family and neighborhood support partnership program staff members. Applicants may apply to provide inclusion support services such as program-level readiness assessment, coaching, training, as well as community outreach/awareness, policy development, and direct service supports.

Competitive solicitation to fund several agencies to provide families with children with public benefits enrollment supports. 

RFP 2018-11 Infant and Early Childhood Mental Health Consultation

Competitive solicitation to fund one agency to implement a countywide system of infant and early childhood mental health consultation services across early learning programs, teachers and families.

RFP 2018-15 Oral Health Education and Preventive Services

This competitive solicitation seeks to fund several agencies to provide comprehensive oral health education and preventive services for un-under-insured preschool and elementary-aged children. Required service components include: oral health education and counseling, screening for oral diseases, fluoride varnish application, dental sealants and referral for connection to/follow-up with a dental home for comprehensive continuity of care. 

RFP 2018-14 Teaching Strategies GOLD®

This competitive solicitation seeks to fund one agency to provide early childhood development supports for an ongoing, observation-based assessment system for young children. The funded agency will manage the support and implementation of Teaching Strategies GOLD which will be implemented with eligibile early learning programs in Miami-Dade County. 

ITN 2018-13 Evaluation and Supports for Family Service Programs

Competitive solicitation to fund one or more agencies to provide program evaluation and professional development support for Trust-funded family service providers, including group and individual parenting programs, family strengthening programs, and family and neighborhood support partnerships. Applicants may apply to provide program evaluation and professional development supports for program staff members, such as training, peer learning opportunities, and onsite coaching. Professional development content should be focused on The Trust’s core family services’ program requirements.

ITN 2019-02 Universal Parenting Education

This Invitation to Negotiate (ITN) will fund multiple providers, for up to $914,730, to offer coordinated, brief parenting workshops, educational or public health events that increase awareness and engagement in effective parenting strategies to support child development across the developmental spectrum from prenatal/early childhood through adolescence. Services must be universally-relevant and available to all Miami-Dade parents and primary caregivers, with the goal of reaching large numbers of families across the county.

RFP 2019-03 Reading Enhancements

This Request for Proposals (RFP) will fund one entity, for up to $882,168, to reduce summer learning loss and build literacy skills through differentiated literacy intervention (DLI) services in the summer for rising kindergarten, rising first and rising second grade children who are behind in reading and pre-reading skills. In addition, reading enhancement services during the school year will include on-site coaching and consultation for community-based Trust-funded after-school program staff to ensure staff members deliver high-quality DLI for participating elementary school children. 

RFP 2019-01 Early Intervention Summer Camp

This Request for Proposals (RFP) will fund multiple providers, for up to $2,300,000, to offer full-day summer programs for children birth to 5 years (prior to kindergarten entry) with developmental delays or disabilities. Intended program participants will be children who attend academic school-year services funded by the Individuals with Disabilities Education Act (IDEA, Part B or Part C), or who have developmental delays in areas of speech/language, cognition, physical well-being, social-emotional challenges or behavioral problems. The goal is to provide continuity of the beneficial impacts of school-year early intervention services through the summer months and reduce summer learning loss. 

RFP 2019-05 Small Community-Based Organizations (CBO)

This Request for Proposals (RFP) will fund multiple organizations, for up to $600,000, for capacity building supports for child and family-serving small CBOs in Miami-Dade County. Small CBOs must have a current operating budget between $50,000 and $500,000. Throughout this intensive two-year initiative, highly-motivated small agencies will actively engage in educational activities, have access to a variety of resources and become members of a supportive leadership development network. Funding in this RFP will not support any direct program service delivery to children, youth or families. Individual awards will be in accordance with the total agency budget and will not exceed $50,000.

RFQ 2021-05 Afterschool Meals Program Food Sponsor

Afterschool Meals Program Food Sponsor: Request for Qualifications (RFQ) #2021-05 to select one entity as an approved Department of Health (DOH) After-school Meals Program (AMP) Food Sponsor in Miami-Dade County to provide daily snacks (during after-school hours), lunches (when programs operate during full days), suppers (for sites serving participants in need) and beverages for participating children in The Children’s Trust funded youth development (YD) programs. This critical nutrition component supports the health and development of participating children and youth.

RFP 2021-04 Help Me Grow Florida Program Affiliate for Miami-Dade

To select one entity to implement the Help Me Grow Florida (HMGF) system model in Miami-Dade County for early identification of developmental and/or behavioral concerns in children ages birth through 8 years old, including linking families with community-based services and supports.

UPDATE: The Help Me Grow Florida Program Affiliate for Miami-Dade County (HMG) RFP #2021-04 was released on February 8, 2021. Applications were due on March 22, 2021 at 5 p.m. No applications were submitted by the solicitation deadline. This RFP is now closed and there will be no reviews or funding recommendations to the board.  

RFP 2021-06 Early Childhood Community Research Demonstration Projects

This solicitation will fund multiple active community-research partnerships using community-based participatory frameworks focused on implementing and evaluating evidence-based or promising practices that support early childhood development within underserved communities in Miami-Dade County. Total annual funding allocated for this solicitation is $1,539,358. The initial contract period is October 1, 2021, through September 30, 2022. Contracts awarded may be renewed for up to four years, for a total five-year funding cycle. Funds may be used for both high-quality program implementation and program evaluation and/or research that will help establish program effectiveness. Projects are expected to build evidence that will contribute to scaling and sustainability of successful practices but not necessarily with Trust funding. Funding in this solicitation is not intended to simply support ongoing service delivery.

This solicitation will fund multiple entities, for up to $1,000,000, for innovative ideas and program designs that address existing community needs and have not previously been implemented in our community. Proposals should demonstrate the potential through research, education or program innovation to improve: a) Conditions in which children, families or communities live, work, play or learn, and/or b) Provision and/or coordination of services for children, families or communities. All proposed projects should demonstrate how they will benefit families with children within Miami-Dade County. Individual awards will not exceed $100,000.

The Children’s Trust is releasing this competitive solicitation to identify a firm to assist in the design and development of an Integrated Data Repository (IDR) and provide data visualization services. This will enable The Children's Trust to achieve its original vision of having a single source of relevant, consistent, accurate, and up-to-date information, and to democratize the use of data in its ecosystem so that users are able to access the information they need to make data-informed decisions, measure performance, determine outcomes, and “tell our story.” When coupled with the right methodologies, policies and practices, the updated data management and analytics solution will fuel The Trust's transformation into a real-time data-driven organization.

RFP 2025-04 HealthConnect in Our Schools

Child health, development and well-being affect educational achievement, behavior and future life success. The Children’s Trust, in collaboration with the Miami-Dade County Public Schools (M-DCPS) and the Florida Department of Health in Miami-Dade County (DOH - Miami-Dade), will continue to fund a comprehensive school-based health initiative that increases access to health and wellness services for children and families. The approach involves nursing and mental health professional services and community referrals that promote a healthy school environment intended to identify, prevent and/or remedy student health problems. In addition, telehealth services will be integrated to expand the reach of services to students. This is a competitive solicitation open to current school health providers and other community health providers qualified to perform school-based health services.

ITN 2026-01 Innovation Fund

This solicitation will fund multiple entities, for up to $1,000,000, for innovative ideas and program designs that address existing community needs and have not previously been implemented in our community. Proposals should demonstrate the potential through research, education or program innovation to improve: a) Conditions in which children, families or communities live, work, play or learn, and/or b) Provision and/or coordination of services for children, families or communities. All proposed projects should demonstrate how they will benefit families with children within Miami-Dade County. Individual awards will not exceed $100,000.

RFP 2026-02: The Children's Trust Youth Advisory Committee® Program (YAC)

The Children's Trust is seeking proposals for a single organization to operate The Children’s Trust Youth Advisory Committee (YAC), a leadership development program for high school age youth with a focus on service and civic engagement, especially relating to children and families in Miami-Dade County. The YAC serves as the youth voice of The Children’s Trust. The proposal should include student recruitment, staff engagement and retention, budgeting and purchasing, monthly meetings across Miami-Dade, activities, student-driven social media, and local and out-of-town field trip planning and execution, student-led community service project development and execution, and other program needs, while ensuring the program maintains The Children’s Trust YAC brand and identity. All proposals should also demonstrate experience with positive development of high school age youth.

Thrive by 5 QIS Data Infrastructure & Program Evaluation ITN 2026-03

The Children’s Trust will release a competitive solicitation for foundational data infrastructure, program evaluation, and advanced analytics to externally evaluate the impact of the Thrive by 5 early childhood quality improvement system (QIS) in Miami-Dade County. Thrive by 5 QIS is one of The Trust’s largest investments at $47.5 million annually, with 361 licensed early child care sites and more than 2,500 teachers, serving up to 32,376 young children. It has been recognized nationally as an innovative, multifaceted strategy to improve the quality of early learning for young children. It is a well-developed integrated system of supports at the child care provider, teacher, and child levels, that has a high readiness for program evaluation and complex data modeling and analyses that can tell us more about what combination of components contribute meaningfully to different outcomes.

One or more vendors will be selected to collaborate directly with The Children’s Trust technology and research staff to build a foundational and sustainable QIS data infrastructure within The Trust’s environment to support external evaluation analyses (e.g., MLM ready extracts, reproducible cohorts, and analytic files), as well as operational continuous quality improvement dashboards and monitoring tools (e.g., tracking participation, dosage, implementation indicators, and leading outcome measures). The data preparation and infrastructure phase will include data from multiple system sources, collected across multiple timepoints across a five-year period. Child data are nested in classrooms, which are nested in programs; nested cases will need to be matched across all levels. Ideal vendors will have both technical data modeling and early learning programming/data expertise. Following the foundational data infrastructure phase, vendor(s) will conduct a rigorous program evaluation and evidence generation that analyzes the impact of Thrive by 5 QIS components on the sites, educators, and families within our community. Request for Proposal (RFP) 2026-04: HealthConnect in Our Schools (HCiOS) Evaluation

The Children’s Trust will release a competitive solicitation for external evaluation services to guide the comprehensive school-based health initiative. HealthConnect in Our Schools currently invests $26 million/year to serve nearly 300 Miami-Dade County schools attended by more than 200,000 students, providing essential nursing, mental health, and social work services. The initiative plays a critical role in supporting student well-being, access to care, and school engagement. Selected vendor(s) will partner closely with The Trust to operationalize key evaluation questions and to collect and analyze mixed methods data to inform the initiative’s implementation, ongoing quality improvement, and overall impact. The proposed evaluation plan is intended to support rigorous analysis, actionable learning, and timely reporting to inform The Trust’s annual planning, school tiering decisions, and program improvements. Applicants may propose to offer one, some, or all of the evaluation plan activities.

Invitation to Negotiate (ITN) 2026-05: Economic Impact Evaluation

The Children’s Trust will release a competitive solicitation for economic research and evaluation services to explore the overall economic impact or benefit of having a publicly funded local government organization like The Children’s Trust focused on improving the lives of children and families in Miami-Dade County. As The Trust approaches its 25-year anniversary, this effort represents a strategic opportunity to more explicitly examine and articulate the economic value The Trust brings to the community. The selected vendor will function as a thought partner with Trust staff, proposing and carrying out economic analysis and modeling to estimate The Trust’s broader economic contributions. This work will include assessing direct, indirect, induced, and social impact associated with The Trust’s investments. This may involve collection of primary data and use of secondary data. Findings will inform strategic communications, policy discussions, and future planning, helping to clearly convey The Trust’s sustained impact across Miami-Dade County.
